应届毕业生，一般指即将毕业、处于最后一学年的在校学生。比如大四、研三等等，都属于应届。
楼主说的2010年毕业，需要有一个具体分析。一般来说，2010年正常毕业的，到今年2011年，不属于应届毕业生。但是，如果你处于就业期（择业期），国家规定你的档案可以由学校的分管就业部门（比如就业指导中心保管一至二年，安徽好像普遍为一年），档案仍由学校保管的，参加公务员考试的可以按照应届处理。但是——又一个但是——这是原则上的事情，具体操作得看各地和你所在的毕业学校是如何安排的。有些学校为了图省事，直接将毕业生的档案打回了原户籍所在地（顺便说一句，这样不违规），那你2010年毕业，到2011年，无论如何也不能算是应届毕业生了。
